[Qgis-developer] Python Path conflict with PyQT 1.0P2

I ran into a snag trying to setup a python development environment on
Windows XP. I need to put QGIS in the PATH in order for python to be
able to import qgis.core
However if I do this the PyQT Designer fails to load. Some weird
conflict where it tries to load the QT from qgis instead of it's own.

Any ideas,
