Yes that was the intended meaning - IMHO feature requests are just as likely to imtroduce new bugs as they are to fix existing issues. That said, I think its probably fine to change it to annoyance only.

Are you on trac admin list to make these kind of changes?

I suggest changing the priority:
minor: annoyance or enhancement
to
minor: annoyance
The current situation is ambiguous: a reporter is lead to think that an
enhancement is to be classified always as minor, even when it's an
important one.
