[Qgis-developer] Import of OpenStreetMap provider+plugin

Hi all,

I've just added OpenStreetMap provider and plugin into SVN trunk
(r11210). It has been developed by Lukas Berka as a part of the
qgis-mapper project.

Main features:
- open OpenStreetMap (.osm) files and browse them in QGIS
- inspect OSM objects
- download OSM data from server
- edit OSM objects: add / modify / delete
- editation history (undo/redo)
- upload changes to server
- Import layers into OSM

Please note this is a rough draft.

There's no need for special installation actions, just compile and install.
