yes i forgot some qt4 .dll ...
I don't know what is a plugin installer...i always use linux qgis 
version, but i developing some c++ qgis plugins now and i need a mingw 
windows version too.
Simply I copy a .dll plugin in plugins/ directory.
Now compiling a qgis 1.0.1-2 and packaging with missing dlls.
