Hi Анатолий,
  Some ideas you can find on QGIS Wiki page http://wiki.qgis.org/qgiswiki/PythonBindings (see "Geometry handling" section). Also earlier I posted some messages with Python code for adding features to the new vector layer (I tried to write a Python plugin for import geometries from special file).
