Yes, I'm afraid this is an inevitable result of our trying to do things
the "microsoft natural way". You will either need to require the
redistributables to already be installed, or add a mechanism to try and
install them when first using the portable qgis.

I'm surprised. How does this manifest? A complaint from the OS
when qgis.exe is run that one of the dlls is not found?
