[Qgis-developer] Configure shortcuts

I think shortcuts must start with a modifier (like Ctrl or Cmd). 
This should also resolve the bug I reintroduced
(http://trac.osgeo.org/qgis/ticket/739) in the terminal of grass
plugin :(
What do you think about?
