[Qgis-developer] Commandline-Parameters are ignored (on Win32)

Dear devs, 

when using QGIS 1.0.1 on Win32 the commandline-parameters of QGIS are
ignored.

Is this a bug or a feature? it would be nice to have this available for
starting qgis from other applications (and pass the extent to zoom to a
specific point).
