[Qgis-developer] How to add new plug-in to QGIS

Hi List,
I am trying to building QGIS in windows.
I want to add a new plugin. Shall I take the recent QGIS.exe or QGIS Source
code.
If I need to work with QGIS Source code,  could you please tell me how to
download the QGIS Source from SVN.
I am  facing problems to build the QGIS in windows.
Please tell the easy way to create a new plugin.
How it will create dll file.Give your sourcecode for compilation.
