I think it should stay, users coming from ArcGIS will be expecting such
a tool, the save as shapefile is not a clear place where it would be
found. I've actually been thinking that should be save as... with the
option to do kml, gml, shp etc.

It's also possible that someone may want to reproject without first
loading the layer. I'd like to see an option to select from file for
reprojection and to include support for other formats.
