Hi All


Recently some important bug fixes that have been added to resolve issues
with the OSM plugin under windows and with vector clipping issues. Also
I believe Martin is in Peru (ola Martin!) so is probably unlikely to be
planning to commit his symbology changes in the next week or two. I
would like to thus put out a quick release of 1.3 (i.e. no feature
freeze, no translation stage etc) to get those fixes out into the wild.

I prefer to release it as 1.3 since there are also new features in trunk
like Marcos very excellent terrain modelling plugin. The alternative is
to backport the fixes to release as 1.2.1 but since the same amount of
work is required, I prefer to do 1.3.

My suggestion is this that once the win rendering OSM fixes have been
tested and clipping issues have been tested (hopefully tomorrow), we
immediately branch for 1.3 and call for packaging. I will do the
preparation for branching over the weekend.
