[Qgis-developer] Quick release: QGIS 1.3

Hi Tim

+1 for making a 1.3 release soon.

I have another plugin that I'd like to commit. It calculates simple raster 
statistics for polygons (similar to v.rast.stats, only a bit quicker). When is 
the latest time to commit for 1.3 branch?
