[Qgis-developer] Create new Spatialite layer/database now in svn

I have committed the changes needed to create a new Spatialite layer
and/or database to SVN (r13240).

This code has been compiled and tested on OS X and Linux. It does not
require any new dependencies show should compile everywhere.

Choose Layer|New|New Spatilite Layer... from the main menu. See the
context help (hit the Help button :) for more information on using the
feature.

The commit message was too large so the commit email was bounced.
