AFAIK this is not possible. Both scale bar and north arrow are
plugins. Plugins are loaded by QGIS application and they're not
accessible within core/gui libraries. Adding support for python
plugins should be possible in 3rd party python applications,
unfortunately scale bar and north arrow are c++ plugins.
