I think there isn't a minimum SIP version you could assume.

I would wait with those changes until next qgis release (i.e. 1.6) to
give people some more time to upgrade. Windows and Mac installs should
be fine as SIP is bundled with them, but some linux distros might need
more time to catch up with newer versions of sip (>=4.9).
