Hi Jeff

We normally would not give access to a person for working on translations or on a single file. We have a designated person (Werner Macho) who is the translations coordinator. Any .ts files submitted to him are usually committed promptly.

If you still feel strongly that the person should be given commit access the procedure is to formally request it of the psc (accompanied with a motion as to why it would be a good idea). The psc would then vote and then conditionally offer acces provided the person agrees to adhere to our coding standards, code of conduct etc.

To follow up with my initial message, I'd like to know if there is some 
way to allow a translator to commit changes directly to SVN.  In other 
words, avoid having to email changes directly to a single person.
