[Qgis-developer] --noplugins command line argument

Hi

seeing that there's an increased number of cases where some 3rd party
plugins caused QGIS to crash during startup, I've added --noplugins
command line option in r13076. So, next time someone runs into this
type of trouble, this option can be used to find out whether it's
caused by a plugin or by QGIS itself (without having to move or delete
~/.qgis/python/plugins directory).
