Just to drop some pointers here:

The there mentioned "non-ascii filenames" are also an issue in QGIS, especially
on Windows where the standard library functions don't speak UTF-8 and a whole
different set of wide strings functions is to be used.   Apparently GDAL
already has some support for that, but only on WinCE.
