I've got a reply from Sébastien Griffon, SLE is the result of an 
European Union's project called SEAMLESS which occured from 2005 till 
March 2009. Since this program has been partially pursued by the 
SEAMLESS Association [2] under the MPL, however due to AMAP's change of 
priority SLE has been put on hold. For these reasons the software wasn't 
publicized but its main dev is interested in a collaboration to improve 
the qgis plugin (as it is not compatible with the latest versions).

So the question is pretty simple, is there someone with technical skills 
willing to work with him ? This tool would really, really be popular.
