[Qgis-developer] New plugin repository

Hi,

I would be happy to contribute to this development, I'm quite familiar with
(Geo)Django and I developed two small QGIS plugins.

I think we should start from some specs for the new repo, does already
exists a wiki page for that ? If not, should I create one ?

It would be nice to get in touch with whom developed the actual version of
the repo, so that we can get some initial guidance and advice about
potential pitfalls.
