[Qgis-developer] compile from source qgis 1.6

hi 
 i have compiled qgis 1.6 from the source using msys,mingw compiler,and with
other supported dependencies  
and then i have created a qgis 1.6.setup.exe using nsis installer , when i
run that exe  in my local machine which is having windows xp , that qgis
interface contains plugin installer 
but when i copied that exe to other xp machines 

that qgis1.6.0 interface doesnot have plugin installer , can u suggest any
idea? or whether any dependencies are missing?
