[Qgis-developer] errors in PyQt

hi 
 
   im keen to develop an environment using Msys i have compiled GDAL,GRASS

   i have installed python,sip,QT, while configure PyQT in windows terminal

it gives a window  error like

 "cannot start qtdirs.exe because mingwm30.dll not found"
 
   can you give a  suggestion
