Sounds like a problem with you GDAL installation.  It's not a QGIS problem.
Maybe reinstalling gdal or the mysql libraries (or downgrading) helps.

Not reproducable here either.   But those point to download.osgeo.org, which
seems unavailable from some networks for some undetermined reason.
download2.osgeo.org should work.
