[Qgis-developer] Debug messages from QGIS server

Hi Stefan

Compile qgis server with Debug info enabled and place a file called 
'qgis_wms_server.log' into the directory of the fcgi executable. Adapt the 
permission of the file such that the server process is able to write to it.
