Well, I mean that _now_ this is correct behavior, because _now_ we have
this by desing,  this is not regression.

I agree, that in ideal we should be able to run QGIS from build dir
with all features enabled. But _now_ even runing qgis without Python
is great, because recently we haven't this feature at all.
