[Qgis-developer] Basic question: How to select a layer in the GUI and get the handle in the Python code?

Hi all

I am 2 days into writing plugins and have been able to do calculations
using the current layer. I have also succeeded in creating a dialog box
using design-qt4 with a layer selection combo.
However, I have not yet been able to find an example or a tutorial that
tells me how to make that selection box pick a layer and give me a handle
to it in the Python code.
Please forgive me for such a fundamental question, but I need a little help
to get started.

Also, is there such a thing as a reference manual for the python plugin API?
