I never used the DXF support in OGR so far, but I'd expect OGR to present a
layer list (organized by DXF layers and geometry types)  to QGIS from which the
user can choose from.

But I wouldn't opt to drop the dxf2shp plugin - there's more work involved
dropping it, then keeping it. ;)
