[Qgis-developer] Starting development in QGIS

Hi,
I am new to QGIS development. I have a .NET and Java background as a
developer. I am familiar with QGIS desktop application. However, I would
like to build some custom tools for the same. Please let me know what I can
do to get started. 
My immediate task is to build a simple vector data GIS viewer.
