[Qgis-developer] EPSG:3003?

Hi all.
In recent versions of QGIS, EPSG:3003 have the +towgs parameters, which
IMHO should be absent (that's why we added the 40000 non-standard
projection). I guess this derived from this:

Anyone has a clear view of why this was added?
