[Qgis-developer] qgis-mapserver error?

As the error message indicates, there needs to be a service parameter. Try 
this:

http://localhost/cgi-
bin/toscana/qgis_mapserv.fcgi?SERVICE=WMS&REQUEST=GetCapabilities
