This is an OS X problem that is fixed with SQLite3 framework v3.7.4-3<http://www.kyngchaos.com/files/software/frameworks/SQLite3_Framework-3.7.4-3.dmg> on the frameworks page at http://www.kyngchaos.com/software/frameworks. Many thanks to William for fixing this issue. I have tested and the Identify and Select Tools now work in QGIS 1.6 and QGIS 1.7 from KyngChaos.
