I already reported this issue in the past days. I also opened a ticket
asking to handle better this message, but I would say now that this is a
issue that we never had until not long ago.

If you want to exit this "loop" without killing qgis just drag the
warning windows outside the canvas, then click "ok" and without passing
the mouse of the canvas, open the project properties and enabale OTFR or
just give the project the same CRS of your layers.
