This is fine, but an automatic system would be better: we could
automatically create a project instance for each uploaded project in the
new plugins repo.

It would be ideal to leave the developer the choice to use their own ticket
system, adding a "tracker" metadata entry to plugins would allow this. If
that metadata is empty, we can create the instance on the "central" redmine
hub.

What do you think about this proposal ?
