I knew that I had to have been stupid - what I'd missed was that the zip
file needs to hold the plugin's directory with all needed files within it.
My problem was a zip file that included all contained files, but not the top
directory.
So, to answer my original question, it seems that the zip gets unpacked "as
is" into python\plugins - the XML just defines where to find the zip file
initially.
