[Qgis-developer] Licences

Hi all.
I think now it's time to be more careful about QGIS licences. It's the second time
that the long awaited Debian package gets rejected, because of problems in licensing.
E.g. the PROVENANCE file is not up to date.
I understand DD can help spotting specific problems.
