The same doing:
$ export LD_LIBRARY_PATH=/usr/lib/ saga_cmd


and

$ export LD_LIBRARY_PATH=/usr/lib/saga:$LD_LIBRARY_PATH

Maybe it is a problem with LD_LIBRARY_PATH:

try:

$ LD_LIBRARY_PATH=/usr/lib/ saga_cmd
