Very helpful: Using the flag "-r" (v.in.ogr -r) will allow you to limit the import of a vector file to the current region.
You thus don't need to clip as postprocess but can do that directly when converting.

@strk: Do you know of projects/options to implement the grass topology inside PostGIS2.0?
