[Qgis-developer] layers in qgs project saved

Hi all,
I have a little problem with the latest release master (even with the
previous one).

When run QGIS the map window does not show my layers to how they were saved
in the project. To view the layers I do zoom to layer or zoom to extension.

this a bug?
or is it a local problem?
