This line in CMakeLists.txt (top-level of source tree) works for me:
SET(SIP_EXTRA_OPTIONS ${PYQT4_SIP_FLAGS} -o -a ${CMAKE_BINARY_DIR}/python/qscintilla_api)
Not sure where to place the resulting file though...
