Why not adding a link from http://qgis.org/ to http://plugins.qgis.org/ ?
Also, in http://plugins.qgis.org/ why not adding to:

* if you've found a bug in one of the plugins, learn how to submit a bug report

a link to:

http://hub.qgis.org/wiki/quantum-gis/Bugreports ?
