[Qgis-developer] Plugin description

Hi all.
The number of plugins is constantly increasing, and it is getting increasingly
difficult for users to understand, from their title, what they are doing. Some of the
authors try to help writing longer titles, that are now difficult to read in the
Plugin manager.
I suggest therefore to allow for a short (Twitterable) title, and a long (README)
description. This should be visible both on http://plugins.qgis.org/ and on the
plugin manager, inside qgis.
This should be easy to implement, and will improve user experience a lot.
