Yes, it would be great to move QGIS server to the built-in SLD support.

To use the new SLD code in QGIS server, I think it is enough to use 
QgsFeatureRendererV2::loadSld in QgsSLDParser::rendererFromUserStyle 
(without the need for rearrangements in symbologyV2). Then 
QgsSLDRenderer & co. in the server can be removed.
