[Qgis-developer] GDALTools plugin inactive by default?

Usually we had some registry settings we applied using nsis that
enabled plugins, arranged toolbars etc. I  don't know what the
procedure is with osgeo4w.

This is also an irriation. Maybe in this case we should look for a
programmatic solution so its there by default on all platforms.
