[Qgis-developer] Help me compile a 'what's new' list for QGIS 1.8

I just would like to clarify here that after quite a bit of discussion
at the developer meeting in Lyon, it was decided not to do RC releases
for 1.8 and to adopt a more 'master centric' approach to future
releases. There are a number of reasons for this, mainly centering
around that our developer team has limited manpower and the concensus
that maintaining additional branches is an overhead we cannot afford.
Rather our strategy will be to maintain master in as close to a
release ready state as possible, build up a substantial test suite so
this is verifiable and get ourselves set positioned to do release off
master with a fairly short turn around time.
