[Qgis-developer] String freeze and call for final translation updates

It needed to be re-opened because I found and fixed issues with other
CRSs, please see my pull request :
https://github.com/qgis/Quantum-GIS/pull/144

It should hopefully resolve the problem the user is still
experiencing, and has a few unit tests.
