[Qgis-developer] String freeze and call for final translation updates

Jurgen applied my fix (for bug #5598) which basically relies on
setting GDAL_FIX_ESRI_WKT to GEOGCS rather than TOWGS84.

The changes might bring a regression with untested shapefiles,
although it is unlikely.
Please test proper CRS support then loading ESRI shapefiles,
especially those which should have towgs84 parameters (that are
missing in the .prj file).
