[Qgis-developer] python plugin not loaded from PYTHONPATH

I remember I could load plugins from custom paths setting them with
PYTHONPATH but it doesn't work.
I've verified that it's correctly set inspecting os.environ inside the
Python console.
Has something changed or do I miss something?
