I agree with Radim. We can use the same QSettings - it should have the
benefit of keeping the settings for both versions in sync.
In order to support QGIS 1.x and 2.x plugins simultaneously we just need:
- a new section in QSettings to store which plugins are active in v2.x
- a new directory e.g. ~/.qgis/python/plugins2 to store user-installed
plugins for v2.x
- a new URL for plugin installer to fetch plugins for v2.x
Like this, it should be possible to run either version of QGIS without
getting messages about broken plugins etc.
