[Qgis-developer] Tickets for plugins

I've tried to add a ticket for plugin "Add Pin" and get
"No tracker is associated to this project. Please check the Project settings."

if I have User plugins selected on the upper right corner

How do I open a ticket for this plugin that does not work (the point
is not drawn)
in 1.8. for linux? (works on mac and works with 1.7.4 on linux)
