[Qgis-developer] Shipping SAGA with QGIS

With a prepared package distribution, SAGA will be simple to install, like
GDAL.

You don't need to set any environment variables to run saga_cmd.

Note that some of the saga_cmd commands may have changed. For example, SAGA
Wetness Index now has several new params and the old "t" param is gone.
